This is the first systematic study of the effectiveness of giving energy advice to tenants in social housing. The study evaluates an initiative focusing on low-cost and no-cost measures for increasing energy efficiency. The researchers conclude that, whilst energy advice is effective with owner-occupiers, it appears to have little impact on tenants in social housing, unless linked to physical improvements. There were some gains, however, in a greatly increased take-up of Home Energy Efficiency Scheme grants and reductions in condensation.
