Licensing private rented housing

The law regulating private rented housing is complex and little progress has been made in improving the worst conditions. In response to a recent DoE consultation paper, most local authorities advocated a new system of licensing. A report by Geoffrey Randall of Research and Information Services, commissioned by Campaign for Bedsit Rights, has found that this could improve bad conditions over five years, would be self-financing and save the £42 million a year currently spent on enforcement action.
