The Open House Programme was designed to provide vulnerable homeless people with year-round emergency shelters, coupled with assistance and advice services, in smaller towns and cities in England. This evaluation finds that these basic and relatively low-cost operations - while successful in providing emergency accommodation for people from marginalised groups - were unable to offer the often complex package of support which vulnerable homeless people need to help them resettle into the community.
