Perceptions of low demand for housing and the reality of housing need and demand

Concern about 'low demand' for local authority and housing association homes has grown since the early 1990s. The demolition of recently built homes and less extreme symptoms, such as rising vacancies and a more rapid turnover of tenants, have been interpreted as signifying a general fall in demand and need for housing.

By examining population changes and indicators of demand at all levels, from national down to local, this report aims to give perspective to the problem and to identify what is reality and what may be put down to perception.
The researchers conclude that there is nothing to call into question the national projections or the estimates of housing need derived from them, although the figures do point out likely regional variations in need.
