House prices are now so high that in many areas health service staff, teachers, transport workers and others required for the success of the local economy cannot afford to buy a home without help.

This report looks at how Government, Housing Corporation and housing associations can work together to improve low cost home ownership schemes as a bridge between subsidised renting housing and full open market purchase.
