The 160-flat Pembroke Street Estate was run-down, badly hit by the contraction of Devonport docks, and in a spiral of decline. The residents' association has been a crucial partner in a comprehensive regeneration project which has achieved wide-ranging improvements on the estate and is also having a positive effect on the surrounding area.
