Sustaining public confidence in the many and varied roles and institutions of the voluntary sector is key to its future. The Nolan Committee set a particular challenge to that part of the voluntary sector delivering services with the benefit of public funding - to be clear and explicit about the key issues and relationships which govern their work. This report establishes a set of principles that can help all those involved - funders, regulators, intermediaries and voluntary organisations - to develop a clear and consistent framework in which to operate.
