Cavin is a consultant in the Public Policy practice at Frontier Economics where he works across a range of policy areas including inequality, education and labour markets.

Cavin focuses on applying quantitative techniques to help government departments and not-for-profit organisations build an evidence base for policy. He is currently helping the Department of Children and Youth Affairs in Ireland design an innovative early years funding model to address disadvantage, and the Department for Education in the United Kingdom on their longitudinal Study of Early Education and Development.

Cavin holds post-graduate economics degrees from the Australian National University and Cambridge University.
