Poverty rates before housing costs (BHC)

The poverty rate has decreased over 22 years, before housing costs, for most family types.

Poverty rates show a different story before and after housing costs have been taken into account. Poverty rates also vary greatly across the population and trends in poverty differ between groups. Over the last 20 years the pensioner poverty rate fell substantially, while the poverty rate for working-age adults without children steadily increased. For working-age adults with children, the poverty rate has been edging up since 2004/05 after gradually declining in the previous 10 years. However, for the first time since 2011/12, their poverty rate declined in the latest available data.
