Overseeing the organisations’ development, housing and care services, Shaun will also lead JRF and JRHT’s work in communities collaborating with schools, health providers and other partners on initiatives and programmes on the ground aimed at reducing poverty.
Shaun takes up the post this month following the retirement of JRHT Executive Director John Hocking at the end of 2015. Following a restructure within the senior leadership team at JRHT, Shaun will be supported by Deputy Director of Development and Asset Management Joel Owen; Deputy Director of Care Gil Chimon; and Deputy Director of Housing Angela Dearing.
Shaun joined JRF/JRHT in 2011 as Director of Central Services before being promoted to Chief Operating Officer in 2013. Shaun oversaw JRHT becoming one of the first care providers in the country to pay the Living Wage in 2013, where turnover amongst its care workers halved. Shaun has also led the organisation’s work to become an anti-poverty employer and landlord, ensuring both JRHT’s staff and customers have access to financial advice and affordable credit.
Shaun has a long track record of service improvement within Local Authorities having worked at a senior level at The London Boroughs of Greenwich and Brent, as well as at Brighton and Hove City Council.
Speaking about his appointment, Shaun Rafferty said:
“I’m delighted to be appointed in this important new role for JRF and JRHT. I am looking forward to working with colleagues and partners in communities across York and the North East to deliver high quality services, but also to look at ways we can work together to deliver social change on the ground.”
JRF and JRHT chief executive Julia Unwin said:
“We know from our research and practice that housing and communities shape people’s health, life chances and prosperity. The Strategic Director of Communities will therefore play a critical role in developing our services and working alongside partners at a local and community level to create strong, vibrant and positive places for people of all ages. Shaun has the right combination of skills and experience to take on this exciting and important new role.”
