Housing associations and rent arrears: Attitudes, beliefs and behaviour

The growth of rent arrears is currently a major pre-occupation of many housing associations.

This topical report addresses a series of issues central to the management of rent arrears amongst Registered Social Landlords. The report focuses on tenants' attitudes to debt, how they prioritise rent payment in their household budgets and the problems they face meeting debts. These findings are compared with the housing managers' perceptions of tenants' attitudes.

The authors conclude that with stricter management of arrears and tighter financial controls, there remains concern that landlords must still fulfil their responsibilities as 'social landlords'.
