Right to challenge: The Oxfordshire Community Care Rights Project

From 1995-97, the Oxfordshire Community Care Advisory Group (a consortium of 11 voluntary agencies) employed an independent, community care rights action researcher to enable people to obtain their full rights under the community care legislation.

Describing the work undertaken with the first 180 referrals and how it was evaluated, this report reveals what can be achieved through community rights interventions. The report illustrates people's experiences of: information and consultation, assessment and care planning, inter-agency hurdles, charging powers, and the costs of complaints. It draws out conclusions and recommendations for other initiatives.
