Despite widespread recognition of race as a central part of the urban debate, urban regeneration policy has often failed to adequately address the issue.

This research assesses the relevance of City Challenge projects to the needs of ethnic minority groups. Focusing on the ethnic minority population in these areas, the report identifies common patterns and innovations in training provision and business support; assesses the relevance and impact of training and business support; draws conclusions from the experience of City Challenge to identify good practice in the provision and delivery of training and business support to ethnic minority groups.
