Young people and housing: the need for a new policy agenda

Young people are the most mobile sector of the population. Julie Rugg of York University argues that, because of this, it is more important to know where young people have lived and where they may move to next than it is to know the tenure in which they live at any given moment. Understanding the nature of this 'pathway' is essential to forming better policy to support people making their first housing decisions.
