Low carbon transport for people on low incomes
Transport policies are key to achieving climate goals – how do we make sure they work for all of us?
JRF are accelerating a fair transition to net zero and putting low-income households at the heart of climate action.
Our climate change work is designed to accelerate the transition to net zero while ensuring that low- and middle-income households feel the benefits and are protected from the costs. We are resourcing and convening those advocating for ambitious, fair climate action, commissioning work to illuminate structural barriers, and developing policies that will deliver a just transition.
We want to explore how government policy on net zero—including energy, housing, and transport—can be shaped to distribute costs and benefits fairly. That means tackling questions of affordability, access, and systemic change to ensure people on low incomes are at the heart of the transition.
At the heart of our work is a recognition that climate change and inequality are deeply connected. Those who have contributed the least to the crisis are often the most affected. By centring their experiences and needs, we aim to shift the political economy of net zero towards justice, ambition, and action.
The Government needs a new approach to tackling energy affordability, a rising block tariff could be the answer.
The science on climate change is clear, but scientific consensus alone won’t solve climate change. Policymakers need to engage in complex confrontational politics if we want to secure the transition to net zero.
