Deborah Hay

Deborah Hay

Scotland Policy Officer

Deborah is working to improve the contribution that work, social security and housing make to solving poverty in Scotland.

Currently she is leading a small JRF study into the experiences of Universal Credit (UC) roll-out in Glasgow, identifying improvement opportunities from the perspectives of UC claimants, work coaches and wider support agencies, working with Glasgow University and Poverty Alliance.

Prior to joining JRF in 2018, Deborah worked in the Big Lottery Fund for nearly ten years, offering specialist policy advice and programme development expertise for investments in children, young people and families. She is a member of the NACWG Circle, with a keen interest in gender and child-poverty issues.

Previous roles have included setting up the third sector's recruitment business, project managing the formal merger of advice agencies in Edinburgh, and (last century) representing clients at employment and social security tribunals.
